不是只能装在C盘下，他的默认目录在C盘，所以装到C盘更保险点。尽量减小出错可能性。等我试验完了告诉你结果。

This problem has troubled me for several days. I  tried many ways ,
But still not be resovoled.

And I had reinstalled  Windows CE 6.0.

I haven't seen that one before, but:

What happens if you run xcopy from the command line?
What OS are you running?
Do you have a different xcopy than the one that came with your OS?

I suspect that the problem has nothing to do with VS or PB, but with your OS
in general.

我也遇到类似的问题的，升级后所引起的。

我现在基本解决了这个问题。其实遇到这样的情况并不是每次都不好使，而且遇到的错误不一定是那一个。
可以做一下尝试：
clean ...
重启计算机
rebuild and clean sysgen
这样重复几次还是那个问题的话就重新装PB吧，好像也没什么好办法了，而且重装的时候也不一定那么顺利，如果遇到错误就卸载，删所有文件，删注册表，一定删干净了。我重装了，稳定很多。
不过又遇到config.bib文件的问题了，和这个就没关系了。

貌似 PB 6.0 有点问题
如果重装系统，重装 PB 6.0,重新建同样的工程，肯定没问题
